Eleftherios Xinaris is a legal and digital innovation specialist with a strong foundation in law, technology, and international cooperation. He holds a Bachelor’s degree in Law, a Diploma in IT Support with a focus on Computer Networks and Communications (NETW) from MIEEK, and three postgraduate degrees in International & European Business Law, Shipping Operations, and Information Systems & Digital Innovation. His academic excellence has been recognized through multiple scholarships, including awards from IKY, CIIM, and MIRAI programme in Japan. He also served as assistant author of the academic study Developing the EU–Japan Strategic Partnership, contributing to policy research on European–Asian diplomatic relations. As a founding member of the Cyprus–Japan Friendship Association, he actively promotes cross-cultural collaboration through initiatives in education, technology, and diplomacy. Eleftherios has received global recognition, including the Cisco “Changemaker Award”. He ranked first in Cyprus in both the HUAWEI “Seeds for the Future” programme and his diploma studies at MIEEK. He was a semi-finalist in the Young European Lawyers Contest and led his team to second place in the Cassini Hackathon Cyprus. He is also an award-winning writer in national literary competitions and is passionate about empowering youth through innovation and cross-border knowledge sharing.
